Massachusetts and UNC Wilmington: the license question first
For Massachusetts nurses weighing UNC Wilmington, the license question comes before anything else. Massachusetts put the Nurse Licensure Compact into law late in 2024, but the Board treats it as dormant until its rollout finishes, which it hopes to do by May 2027, so a Massachusetts license is not a compact license today. UNCW's online educator, RN-BSN and leadership programs can still run their practice work in Massachusetts, while NP clinicals belong to North Carolina.

A compact law that is not running yet
The compact became law in November 2024, and in May 2026 the Board of Registration in Nursing received conditional approval for the FBI background checks it depends on. Until the rollout is done, nurses use the standard Massachusetts application, and multistate licenses from other states give no privilege to practice there. NCSBN has not yet put a start date in its implementation table.
That timing decides a lot for UNCW's FNP, AGPCNP and PMHNP concentrations, which accept a North Carolina or compact RN license. A Massachusetts nurse applying now should plan on a North Carolina RN license for clinicals unless the compact is live, and the license issued as multistate, before the first practicum. Until Massachusetts implements the compact, a Massachusetts RN license does not meet UNCW's compact-license option.
The Board's approval steps for schools based elsewhere
Massachusetts spells out its process for outside nursing programs in 244 CMR 6.03(2), covering both didactic and clinical learning held in the state:
- Part A, every yearThe parent institution files for approval half a year or more ahead of its first clinical placement.
- Part B, per placementFiled 30 days or more before the rotation; no student begins until the Board's letter arrives.
- ChangesAny switch must land two weeks or more before the placement begins, and the Board hears about it within 7 days.
The criteria describe programs that prepare graduates to write the NCLEX-RN or NCLEX-PN and are silent on RN-BSN and graduate study, so the process appears aimed at pre-licensure schools rather than UNCW's online programs. Silence is not an exemption in writing, though, so confirm with UNCW before you plan a Massachusetts practicum.

Practice rules and employers in Massachusetts
Massachusetts earns AANP's full-practice label, but new NPs first spend two years under supervision by a qualifying APRN or physician; equivalent experience can sometimes substitute. The APRN Compact has no Massachusetts enactment.
Mass General Brigham and Beth Israel Lahey Health lead the list of large systems, which also includes UMass Memorial Health, Boston Medical Center and Baystate Health, spread across the Boston, Worcester and Springfield metros, with part of the Providence-Warwick metro in the state's southeast. Any of them would need UNCW's approval and an agreement before a practicum or project starts.
NP clinicals from Massachusetts: plan on North Carolina
UNCW applies one geography to NP students wherever they live: FNP, AGPCNP and PMHNP practicum hours are completed in North Carolina, with preceptors who practice there. Add the license timing above and a Massachusetts applicant is planning both a second license and long stretches away. The clinical rule page spells out the policy.

Questions UNCW students ask
Can I use my Massachusetts license for UNCW's NP clinicals?
Not while the compact is unimplemented. UNCW's NP admission pages accept a North Carolina RN license or a compact license, and Massachusetts licenses are not multistate yet. A Massachusetts applicant should plan to hold a North Carolina license by the first practicum, or confirm with UNCW that a Massachusetts multistate license will be in hand by then.
When will Massachusetts issue multistate nursing licenses?
The Board of Registration in Nursing is aiming for May 2027, following conditional approval of its FBI background checks in May 2026, and NCSBN has no date posted. A target is not a promise, so build your UNCW plan around the license you hold today and watch the Board's compact page.
Does Massachusetts have to approve UNCW before my educator practicum?
Probably not, though it is not spelled out. The 244 CMR 6.03(2) approval process is described for programs preparing graduates for the NCLEX, and UNCW's nurse educator programs are post-licensure. The Board's page does not address graduate programs either way, so get UNCW's confirmation before choosing a site.
Can my RN-BSN practice experience happen at my Massachusetts job?
UNCW says RN-BSN practice experiences may be completed at your current employment, or outside work if you are not employed, with no set number of clinical hours. You need an active, unencumbered RN license in your resident state throughout, which a Massachusetts license covers.
