UNCW's North Carolina-only rule for NP clinical hours
UNCW's FNP, AGPCNP and PMHNP students complete every clinical hour inside North Carolina, with preceptors who practice or are licensed there, and they need a North Carolina or compact RN license to do it. UNCW publishes no exception process. Here is the exact rule, what it asks of preceptors and licenses, and what it means if you live near a border or plan to move.

The rule in UNCW's words
The 2025-26 DNP Student Handbook states it for each BSN-DNP NP concentration, AGPCNP, FNP and PMHNP, in identical words: "Students must complete clinical/practicum hours in North Carolina only." The sentences around it set the license condition: from the day they matriculate, students keep an unrestricted North Carolina RN license, or a compact license valid there, active.
The handbook's licensure section comes at it from the other side: "At the time of clinical, students must be licensed as a RN in NC to complete clinical in NC." The FNP, AGPCNP and PMHNP admission pages carry the same condition, asking for an unrestricted North Carolina or compact state RN license "to complete clinical hours in North Carolina."
The PMHNP Post-Doctoral Certificate uses that admission wording too, and its practica are the same NSGL 646–NSGL 649 courses, so certificate students should plan their clinicals in North Carolina as well.
What the rule asks of your preceptor
The preceptor side follows the same map. UNCW's FNP page asks for an NP, CNM, MD, DO or PA "practicing within the state of North Carolina," with an unrestricted North Carolina license for PA, MD and DO preceptors. The AGPCNP page places preceptors "within the state of North Carolina." The PMHNP page requires North Carolina licenses for PA, MD, DO, social work and counselor preceptors, and the clinical handbook asks the same of psychiatric APRN preceptors.
For NP and CNM preceptors, the key credential is North Carolina's Approval to Practice, an authorization that rests on a collaborative practice agreement with a supervising physician. An NP licensed only in South Carolina or Virginia, however experienced, falls outside UNCW's wording. UNCW's preceptor requirements cover board certification, the one-year minimum and the rules for each track.
Your RN license: North Carolina or compact
North Carolina joined the enhanced Nurse Licensure Compact on January 19, 2018, so a multistate RN license from whichever compact state you call home already covers RN practice here, and that meets UNCW's compact wording. South Carolina and Virginia are both compact states.
Two limits apply. The compact reaches only the RN license and leaves NP approval untouched, which matters later, when you apply for North Carolina Approval to Practice as a graduate. And a license valid in one state only, issued outside the compact, will not meet the rule on its own; you would need a North Carolina license before clinicals. No exception process on record
The DNP Student Handbook, the clinical handbook, the admission pages and the Preceptor's Corner contain no waiver or petition route for NP clinical hours outside North Carolina. CHHS guidance for faculty and staff adds that out-of-state placements go through UNCW's Office of Distance Education, that only a limited number are possible under SARA, and that only certain programs offer them.
One loose end: the clinical handbook's examples of FNP specialty hours, up to 80 in the final course with GCC clearance, include "International experiences," and nothing explains how that fits a North Carolina-only rule. Treat it as a question for the Graduate Clinical Coordinator rather than a loophole, and get any answer in writing before planning around it.
UNCW's handbook gives no route for counting NP clinical hours completed outside North Carolina, however strong the site.
Living near the South Carolina or Virginia line
For students in Brunswick or Columbus County, some of the nearest practices sit across the South Carolina line, and students near the Virginia border feel the same pull north. Neither state's board is the obstacle: South Carolina's program approval rules cover only programs leading to a first license, and Virginia's board leaves out-of-state post-licensure programs alone. UNCW's own rule is what keeps NP hours in North Carolina, so a clinic ten minutes over the line cannot host hours that count.
The practical answer is a wide radius on your own side of the border. In the southeast, community health centers run sites in Whiteville, Chadbourn, Tabor City, Shallotte and Ocean Isle Beach, and NP preceptors in Wilmington maps the rest of the Cape Fear region. Moving away mid-program, or enrolling from out of state
UNCW publishes no policy on relocating during the program, and no page bars out-of-state residents from the NP concentrations. The rules that do exist travel with you: the license stays North Carolina or compact, and every clinical hour still happens in North Carolina. Under the compact, a nurse who moves to a new home compact state has 60 days to license there, so keep the license question in step with any move.
That turns clinical semesters into a logistics plan. Transport is yours whatever the distance, travel time is not clinical time, and UNCW keeps its housing instructions in the Canvas clinical overview course. Programs that follow different location rules
The North Carolina-only language is written for the NP concentrations. UNCW's other online programs tie practice experiences to where the student is licensed: the online MSN Nurse Educator and its post-graduate certificate need a preceptor licensed in the practicum state, RN-BSN practice experiences can happen at your own job, and the Post APRN and Nurse Executive Leadership DNP projects are completed in whatever state the student holds a license.
The MSN-DNP PMHNP pathway is the gray area. It shares the PMHNP clinical pages, which require North Carolina licenses, and UNCW states no separate location rule for it. UNCW online programs outside NC covers each program and the state approval lists that can affect it.

Questions UNCW students ask
Can a UNCW NP student do clinical hours in South Carolina or Virginia?
No. UNCW's 2025-26 DNP Student Handbook limits FNP, AGPCNP and PMHNP clinical hours to North Carolina, and neither neighboring board's rules change that. A South Carolina or Virginia multistate RN license does satisfy UNCW's license condition, so border residents can enroll; they simply complete their hours at North Carolina sites.
Do I need a North Carolina RN license for UNCW's NP concentrations?
You need an unrestricted North Carolina RN license, or a multistate compact license that covers RN practice in North Carolina. North Carolina joined the enhanced Nurse Licensure Compact in 2018. If your only license comes from a non-compact state, plan to add a North Carolina license before your clinical courses begin.
Can my UNCW preceptor be licensed in another state?
Not under UNCW's published wording. FNP and AGPCNP preceptors practice within North Carolina, PMHNP physician, PA and therapy preceptors hold North Carolina licenses, and NP preceptors need North Carolina's Approval to Practice. A clinician with a North Carolina license who lives elsewhere still has to be precepting you at a North Carolina site.
Is there a way to request an exception to the North Carolina rule?
UNCW publishes no exception or waiver process for NP clinical hours outside North Carolina. The only loose thread is the FNP specialty-hour examples, which mention international experiences without explaining them. If your situation is unusual, put the question to the Graduate Clinical Coordinator in writing before you commit to any plan.
Does the North Carolina rule apply to the MSN Nurse Educator program?
No. The nurse educator practicum follows the site, with a preceptor licensed in that state, and distance students who will not practice in North Carolina can enroll on a home-state license. The RN-BSN and the two non-NP DNP concentrations also run outside North Carolina under their own rules.
