UNC Wilmington nursing from California
California is the one state outside SARA, and UNCW says it offers distance programs there under state exemptions. Its on-campus BSN and ABSN are marked "Does Not Meet*" for California licensure, UNCW is absent from the Board of Registered Nursing's out-of-state NP list, and every UNCW NP clinical hour is completed in North Carolina anyway. For a California nurse, the online educator programs and the RN-BSN are the natural fit.

Outside SARA, served by exemption
UNCW has taken part in the State Authorization Reciprocity Agreement since 2017, which covers distance students in every member state. California never joined. UNCW's State Authorization page handles that gap by saying the university offers distance programs in California under state exemptions, so living in California does not by itself close UNCW's online courses to you.
Licensure disclosures are a separate matter. UNCW's only nursing disclosure covers the on-campus prelicensure BSN and the ABSN, and California is the single state it marks "Does Not Meet*". The asterisk points to additional educational requirements that UNCW explains through the program contact rather than in the document. The Board of Registered Nursing and out-of-state NP programs
Under 16 CCR § 1486, an NP program based in another state needs the Board of Registered Nursing's prior approval before its students do clinicals in California. The school must use preceptors meeting Board standards, follow national NP education standards and teach California NP law, and the Board votes at one of its meetings after the program sends in a verification form. Each student also holds an active California RN license.
UNCW is not on the BRN's roster of approved out-of-state NP programs, and neither is any other North Carolina school. The "Wilmington University" that appears there is a Delaware institution, a different school. For UNCW's NP students the point is mostly academic, because UNCW's own handbook keeps their clinical hours in North Carolina.
Wilmington University on California's list is a Delaware school. It is not UNC Wilmington.

California practice law, briefly
California belongs to neither the Nurse Licensure Compact nor the APRN Compact, so a California RN license works only in California. AANP rates the state restricted practice: in certain settings NPs keep a standardized protocol agreement, with exemptions in some cases. California NP certification comes only after a California RN license.
For educator and RN-BSN work, the state's settings range from Kaiser Permanente, headquartered in Oakland, to Cedars-Sinai in Los Angeles, Stanford Health Care, Sutter Health in Northern and Central California, and the six University of California academic health centers, spread from Los Angeles and Riverside to San Francisco and San Diego. None of these is named as a UNCW site.
NP clinicals: North Carolina, on an NC license
UNCW's DNP Student Handbook places every FNP, AGPCNP and PMHNP clinical and practicum hour in North Carolina, supervised by preceptors practicing there. A California license gives no compact privilege, so an NP student living in California needs a North Carolina RN license, plus travel and housing for each practicum. What does Does Not Meet* mean for California on UNCW's disclosure?
It applies only to the on-campus prelicensure BSN and ABSN. UNCW has determined those programs do not meet California's educational requirements for licensure, and the asterisk flags additional requirements that the program contact explains. It says nothing about the online RN-BSN, MSN or DNP programs, which have no published disclosure.
Can I do UNCW FNP clinicals in Los Angeles or San Diego?
No. UNCW requires FNP, AGPCNP and PMHNP clinical hours in North Carolina. California separately requires prior BRN approval for any out-of-state NP program placing students there, and UNCW is not on the approved list. A California clinic cannot count toward a UNCW practicum.
Does a UNCW educator practicum in California need BRN approval?
The BRN's prior-approval rule targets NP programs, and no separate BRN process for a nurse educator practicum turned up. UNCW asks for a preceptor licensed in California with a master's degree or higher and three years of teaching. Check with UNCW before you choose a site.
