Maryland nurses and UNC Wilmington's programs
From Maryland, UNCW's distance programs for nurse educators, RN-BSN students and leadership DNP students look workable: the research turned up no requirement that out-of-state schools get the nursing board's approval first, and the state's online-enrollment registration rule exempts SARA schools such as UNCW. NP students still travel to North Carolina for every clinical hour.

Three Maryland rules that touch UNCW students
- Enrolling online. Maryland normally wants an out-of-state college to register with its Higher Education Commission before signing up Maryland residents for online study. SARA schools skip that step under COMAR 13B.05.01.02, and UNCW has been one since February 8, 2017.
- Placing students. Nothing found in Maryland Board of Nursing rules asks a school from another state to clear a Maryland clinical in advance. When the board discusses programs from elsewhere, the subject is licensure, with an equivalency assessment tool and prelicensure program lists. The research read the board's pages at health.maryland.gov, since its main site was geo-blocked.
- Certifying NP graduates. The board vets every NP program ahead of granting its graduates advanced practice certification. A program absent from the board's list gets there through a Program Approval Form, sent in by the school rather than the applicant. Keep this in mind if a UNCW NP degree might lead you to Maryland practice later.
UNCW has published no state-by-state licensure disclosure for its NP concentrations, so ask the program and the state authorization office how Maryland certification would work for you.
Full practice, after a mentorship
Maryland carries the AANP's full-practice label, though a new NP must first attest to an 18-month mentorship, either under a certified NP or under a physician. Graduate APRN students in accredited programs are also carved out of Maryland's licensure requirement while they practice inside their program (Health Occupations § 8-301(d)(2)).
Maryland rewards unpaid precepting with an income tax credit. An NP or physician who hosts NP students in board-approved preceptorships earns a fixed amount per qualifying rotation, meaning a community-based rotation lasting at least 90 hours inside a shortage area the state health department designates, starting once three such rotations are done and stopping at an annual ceiling. The law, Tax-General § 10-739, carries a June 30, 2030 end date. Because UNCW NP rotations take place in North Carolina, UNCW placements fall outside it.
Maryland settings for educator practicums and projects
Maryland honors multistate privileges under COMAR 10.27.01.03(B), and compact nurses have practiced there by Maryland's rules since the state implemented the compact on January 19, 2018. For educator practicums and leadership projects, employers such as MedStar Health, LifeBridge Health, Luminis Health, the University of Maryland Medical System and Johns Hopkins Medicine operate in and around Baltimore-Columbia-Towson, the Maryland suburbs of Washington, Lexington Park and Hagerstown. Think of them as sample settings, not UNCW partners.
Nurse practitioner students: the drive south
UNCW credits FNP, AGPCNP and PMHNP clinical hours only when they happen in North Carolina under preceptors based there, as the North Carolina rule page explains. A Maryland multistate license covers the license side. Mileage and lodging come out of your budget, and hours on the highway never count as clinical time. For students who relocate mid-program, UNCW has no published policy.

Questions UNCW students ask
Is UNCW allowed to enroll Maryland residents in its online nursing programs?
Maryland's Higher Education Commission normally asks colleges from other states to register before enrolling Marylanders online, and SARA members are exempt. UNCW has been a SARA member since February 8, 2017, so the registration step should not apply to it. UNCW's state authorization office can confirm current status.
Would a Maryland preceptor earn the state tax credit by working with a UNCW student?
Not with a UNCW NP student, since those clinicals happen in North Carolina with North Carolina preceptors. Maryland's credit is tied to unpaid, board-approved NP preceptorships, with rotations of no fewer than 90 hours in community settings within shortage areas. An educator practicum, which pairs a nurse educator with an MSN student, is a different kind of placement.
Could a UNCW NP graduate be certified to practice in Maryland?
Maryland's board reviews each NP program before certifying graduates for advanced practice, and a program absent from its list reaches it through a Program Approval Form that the school submits. Whether UNCW appears on that list was outside this research, so check the board's list and ask UNCW before planning a Maryland practice.
Can I do UNCW NP clinicals in Baltimore or suburban Washington?
No. Baltimore and the Washington suburbs sit outside the one state where UNCW's NP clinical hours count, North Carolina, and your preceptors must practice there too. You can live in Maryland and take the online courses, then spend each practicum semester in North Carolina. A Maryland multistate RN license meets UNCW's license rule for those clinicals.
