Pennsylvania residents in UNC Wilmington's nursing programs
For UNCW's distance programs in nurse education, the RN-BSN and the leadership DNPs, Pennsylvania looks open: the research found no board approval step for programs based elsewhere, and Pennsylvania multistate licenses have been live since July 2025. The nurse practitioner tracks follow a different map, because UNCW keeps their clinicals in North Carolina.

How Pennsylvania treats nurses from out-of-state programs
Pennsylvania's rules already expect nurses from elsewhere to train there. Section 21.118 of the board's regulations (49 Pa. Code) covers an RN licensed by another U.S. jurisdiction or by Canada whose accredited program leads to a BSN or a graduate nursing degree: that student may complete whatever clinical work the program requires with no Pennsylvania license, as long as nothing beyond stipends, scholarships or program awards is paid. A paid RN job in the state on the side calls for endorsement and a temporary practice permit.
No regulation or board guidance turned up that makes a school from outside Pennsylvania seek the State Board of Nursing's approval before a clinical placement; the board's Distance Education Application serves programs it already approves. The education rules are also being rewritten. The board's final-form package (IRRC #16A-5141) landed on September 8, 2026, ahead of an IRRC public meeting on October 15, 2026, and the out-of-state student section comes through nearly intact. Check the adopted text, and ask UNCW's state authorization office, before you settle on a site.
A compact license, new to Pennsylvania
Since July 7, 2025, Pennsylvania has operated fully under the Nurse Licensure Compact, so nurses whose home state is Pennsylvania can now hold a multistate license. That license satisfies the compact wording in UNCW's DNP admission rules, and it lets an NP student practice as an RN in North Carolina for clinicals. The APRN Compact is not enacted. Practice rules and places in Pennsylvania
The AANP files Pennsylvania under reduced practice. The physician written agreement lasts an NP's entire career, and prescriptive authority needs collaborative agreements with a minimum of two physicians. No state preceptor incentive was found.
For an educator practicum or leadership project, Pennsylvania's big employers include Jefferson Health, UPMC, Penn Medicine, Geisinger and Penn State Health, spread across Pittsburgh, Harrisburg-Carlisle, Allentown-Bethlehem-Easton and the Pennsylvania side of greater Philadelphia. They are listed as examples of settings, not UNCW partners. One naming note: the Wilmington in the Philadelphia metro's official title is Wilmington, Delaware, not UNCW's home city.
The North Carolina piece for NP students
UNCW's FNP, AGPCNP and PMHNP students, including those on the MSN-DNP PMHNP pathway, earn clinical hours solely inside North Carolina, each under a North Carolina-based preceptor; the rule page has the handbook detail. From Pennsylvania, plan each practicum semester around time in North Carolina at your own cost, with travel never counted as hours. Nothing in UNCW's published rules addresses a move into or out of North Carolina partway through.

Questions UNCW students ask
Do I need a Pennsylvania license for a UNCW practicum in Pennsylvania?
Not for the clinical work itself. An RN with a license from another U.S. jurisdiction, attending an accredited BSN or graduate program, may complete required clinicals in Pennsylvania without one, so long as the student is unpaid beyond stipends or awards. A paid RN job there during the program needs a Pennsylvania license.
Can UNCW DNP students use a Pennsylvania multistate license?
Yes. Pennsylvania's multistate licenses became fully available on July 7, 2025, and UNCW's DNP admission pages welcome either a North Carolina license or one from a compact state. Pennsylvania must be your primary state of residence for the multistate license, and NP students still complete their clinical hours in North Carolina.
Can I do UNCW FNP clinicals in Pittsburgh or Philadelphia?
No. Those hours count for UNCW only when a North Carolina preceptor supervises them in North Carolina. Pittsburgh or Philadelphia can be home while you study online; practicum semesters call for a North Carolina base, so line up housing and travel well ahead.
Is Pennsylvania changing its nursing education rules?
Yes. A rulemaking on nursing education programs, numbered 16A-5141 at IRRC, was submitted in final form in September 2026, with IRRC's public meeting planned for mid-October. The exemption for out-of-state RNs in accredited graduate or BSN programs comes through largely unchanged in the final annex, but read the adopted version before choosing a site.
