Taking UNC Wilmington's nursing programs from Texas
Texas is strict with out-of-state nursing programs, but its approval rule is built for schools training students toward a first license. UNCW's online MSN Nurse Educator, educator certificate, RN-BSN and leadership DNPs serve licensed nurses and sit outside that rule, so their practicums and projects can happen in Texas. NP students are the exception: UNCW keeps every NP clinical hour in North Carolina.

The Texas approval rule, and why it misses UNCW's online programs
Texas Board of Nursing approval must come before any clinical learning experience in Texas for a covered out-of-state program, NC-SARA membership notwithstanding. Rules 214.3(e) and 215.3(e) in Title 22, together with the BON's Guideline 3.1.3 (current revision dated May 1, 2026), aim it at vocational and professional RN programs that lead to a first license: diploma, ADN, BSN and entry-level master's.
The hurdles are steep: approval or exemption from THECB or TWC before the BON acts, first-attempt NCLEX results of 80 percent or better, an application four months ahead of clinicals, a fee, and a limit of 10 students per clinical agency for SARA schools. Post-licensure RN-BSN study and graduate or APRN programs fall outside these out-of-state rules. UNCW's own prelicensure BSN and ABSN are Wilmington campus programs, so the roster the BON publishes of out-of-state programs cleared for Texas clinicals is not the one that governs a Texas-based UNCW student.

The MSN practicum still runs on UNCW's terms: one educational site, a preceptor holding a graduate degree plus three years of teaching, and approval five weeks ahead; course detail sits on the nurse educator practicum page.
Practicing and precepting in Texas
Multistate licenses have been available to Texas nurses since the compact's January 2018 launch, and one meets UNCW's compact wording. AANP's label for Texas is restricted: an NP practices through physician delegation and supervision, under written protocols that never lapse with experience, and Schedule II prescribing is limited by setting. Post APRN applicants bring that practice history with them.
Texas's preceptor incentives point elsewhere. A tuition exemption at public Texas colleges rewards Texas-resident RNs who precept students heading toward a first RN license in a public undergraduate program, and extends to their children; graduate and post-licensure precepting does not qualify. THECB's Nursing Shortage Reduction Program lets eligible Texas programs spend grant money on preceptors, with the FY2026 awards announced March 27, 2026. Neither touches a UNCW placement.
Four metros, many possible settings
Dallas-Fort Worth-Arlington, with about 8.5 million people in 2025, and the Houston metro, near 7.9 million, dwarf most states, while the Austin and San Antonio metros each pass 2.6 million. Houston Methodist, University Health in San Antonio, UT Southwestern Medical Center, Texas Health Resources and Baylor Scott & White Health are among the big employers of educators and health system leaders. They are examples of settings for an educator practicum, RN-BSN work or a leadership project, not UNCW sites, and each would need UNCW's agreement.
Texas and the NP concentrations
Texas law is not what keeps UNCW NP students in North Carolina; UNCW's handbook is. The 2025-26 DNP Student Handbook directs FNP, AGPCNP and PMHNP students to complete clinical and practicum hours in North Carolina only, preceptors practice there, and the PMHNP certificate uses the same practicum courses. Your Texas multistate license fits the license condition. The long trips, lodging and time on the road are yours, and none of the travel counts toward hours. Questions UNCW students ask
Is UNCW on the Texas Board of Nursing's approved out-of-state list?
That roster names schools from other states whose first-license programs, such as a BSN or ADN, have been cleared for Texas clinical placements. UNCW's online programs are post-licensure or graduate, which the BON's out-of-state rules exclude, so the list is not the one that governs them. Confirm your specific plan with UNCW before enrolling.
Can I do UNCW FNP clinical hours in Houston or Dallas?
No. Under the 2025-26 DNP Student Handbook, family NP clinical time at UNCW happens only in North Carolina, and FNP preceptors must practice within that state; the adult-gerontology and psychiatric tracks follow the same rule. A Texas multistate license meets UNCW's license rule, but the hours themselves are logged at North Carolina sites.
Do Texas preceptor incentives apply to a UNCW nurse educator practicum?
No. The Texas tuition exemption for clinical preceptors rewards RNs who precept students working toward a first RN license in public undergraduate programs, and THECB's Nursing Shortage Reduction Program funds eligible Texas nursing programs rather than individual preceptors. Neither reaches a UNCW graduate or RN-BSN placement.
What if I relocate to Texas during a UNCW program?
Nothing in UNCW's published policies covers a move partway through a program. Educator, RN-BSN and leadership DNP work follows your license, so a new Texas site and preceptor would need UNCW's approval, and the RN-BSN expects a license in your resident state throughout. NP clinical hours remain in North Carolina either way. Talk to your advisor before the move.
