Oklahoma's permission rule, read closely

Chapter 485 of Oklahoma's administrative code holds the rule, 485:10-5-12, and it handles three kinds of outside program in three different ways.

• First-license programs: the Board must grant permission in advance. The school sends a letter proving full approval in its home jurisdiction, uses Oklahoma-licensed faculty to supervise, signs a clinical affiliation agreement, and follows Board policy on precepted experiences.
• APRN programs: an RN enrolled elsewhere can complete clinicals and preceptorships in Oklahoma without asking, as long as three things line up: the student's own unencumbered Oklahoma RN license, clinical faculty licensed in Oklahoma at the level they teach or higher, and a program that satisfies Oklahoma's APRN education requirements.
• RN-to-BSN programs: not mentioned anywhere in the rule.

UNCW's prelicensure BSN and ABSN are campus programs in Wilmington, so the permission track has little to do with Oklahoma residents. The rule's silence on RN-BSN work and on nurse educator practicums is still worth raising with UNCW's state authorization office before you enroll.

A preceptor tax credit with Oklahoma borders

Oklahoma rewards some preceptors through the tax code. Under HB 3351 (2024), a physician, PA or APRN licensed in Oklahoma who works in primary care there can earn a credit for teaching medical, PA or APRN students. Each rotation is 160 hours in aggregate, the cap is ten rotations per calendar year on a first-come basis, and the state's Health Care Workforce Training Commission is accepting 2026 claims. Credits cannot be refunded but can be carried for five years, across tax years 2026 to 2035.

UNCW's APRN students complete their clinicals in North Carolina, so the credit never touches their placements. It tells you something about Oklahoma's precepting climate rather than offering anything to a UNCW student.

One rule Oklahoma cannot change

Oklahoma's APRN provision would let an out-of-state NP student train in the state under set conditions, but UNCW's own policy settles the matter first. The 2025-26 DNP Student Handbook places FNP, AGPCNP and PMHNP practicum hours in North Carolina only, under clinicians who practice in North Carolina, and the psychiatric certificate reuses those practica. Your Oklahoma multistate license meets UNCW's license wording. Plan each semester around travel and lodging in North Carolina, and remember that driving time never counts.
