UNC Wilmington from Vermont: practicums at home, NP hours in North Carolina
From Vermont, the MSN Nurse Educator, its post-graduate certificate, the RN-BSN and both leadership DNPs are all workable, with the practice work done in Vermont, where the rulebook is silent on placements by schools based elsewhere. A Vermont multistate license also meets UNCW's license rule for the NP concentrations, whose clinicals all happen in North Carolina.

Vermont at a glance for UNCW applicants
- Compact status: a Nurse Licensure Compact member, implemented February 1, 2022, with no APRN Compact law.
- Regulator: the Vermont Board of Nursing, with licensing handled through the Secretary of State's professional regulation office.
- NP practice: full practice per AANP. Newer NPs are the exception: below 24 months and 2,400 hours of practice they need a collaborating agreement, and the partner must be a Vermont-licensed physician or APRN.
- Out-of-state programs: no rule, FAQ or statute was found that addresses them directly.
- Where people live: the Burlington-South Burlington metro, the Rutland area, and the Lebanon-Claremont area that straddles the New Hampshire line.
What Vermont's rules say, and what they leave open
Vermont's Board rules, effective May 11, 2023, reserve the running of nursing education in the state to programs the Board has approved; programs delivered entirely online and approved by the state's Agency of Education are the stated exception. They do not describe what an out-of-state school needs before its students train at a Vermont site, and the Board's FAQ and the statute are equally quiet.
Vermont's student exemption from licensure covers practice incidental to study in Board-approved programs. UNCW's online students are already licensed RNs, yet how Vermont would view an out-of-state educator practicum or DNP project is unresolved, and UNCW publishes no Vermont determination. Planning an educator practicum in Vermont
- Choose the settingAn education setting where a qualified nurse educator works. Examples of Vermont employers: UVM Medical Center and its sister hospitals in University of Vermont Health (Central Vermont and Porter), Rutland Regional, and Southwestern Vermont Medical Center in the Dartmouth Health family.
- Match UNCW's preceptor standardSomeone employed at that site, licensed for Vermont practice, educated to at least the master's level, with three or more years of teaching behind them.
- Lock in approval earlyThe MSN uses a single site for both practicum courses, and UNCW wants it cleared, agreement signed, five weeks or more ahead of the first.
- Settle the Vermont questionAsk UNCW how Vermont's rules apply before the agreement goes out.
RN-BSN practice experiences may be done through your employer, and Post APRN or Nurse Executive Leadership projects happen where you are licensed, so the same employers may fit those programs, subject to UNCW's approval.
NP students: North Carolina rules, not Vermont's
Vermont's Board limits who may precept an APRN student to APRNs and physicians holding Vermont licenses in the same role and population, and its FAQ rules out PAs. None of that governs UNCW's NP students, because UNCW's handbook keeps its NP clinical hours inside North Carolina, under preceptors practicing there. UNCW's FNP preceptor list in North Carolina does include PAs, alongside NPs, CNMs and physicians.

Can a Vermont nurse use a Vermont license for UNCW's NP concentrations?
Yes. Vermont belongs to the compact, so the multistate license it issues you as a resident fits the compact half of UNCW's NP license requirement, the other half being a North Carolina license. It settles licensing only; the clinical hours themselves still happen in North Carolina.
I am moving to Vermont from another compact state. Do I need a Vermont license?
Rule 4.1 of Vermont's Board allows work on a multistate license issued by another compact state for as long as that state remains home. Once Vermont becomes your primary residence, a Vermont license is the one to hold. UNCW has no published relocation policy, so tell your advisor, because RN-BSN students must be licensed where they reside.
Can I use Vermont's preceptor incentive grant for my UNCW practicum?
No. The grant came from Act 183 of 2022 as a single fiscal 2023 appropriation, and it paid nurses at Vermont's critical access hospitals who took on students from Vermont's own nursing schools. It never covered out-of-state programs, and no source shows it continuing past 2023.
Is UNCW approved by the Vermont Board of Nursing?
Vermont publishes no list of approved out-of-state programs, and its rules focus on programs conducted in Vermont, with an exception for online-only programs approved by the Agency of Education. How that applies to a UNCW practicum in Vermont is unclear, so confirm with UNCW before enrolling.
