WAC 246-840-571 and where UNCW stands

WABON, the Washington State Board of Nursing, has to sign off on a nursing program from another state before that program puts students into clinical or practice work in Washington. WAC 246-840-571 sets out the application: the school proves its standards match Washington's, supervises and evaluates students on Washington soil, keeps national accreditation and reports to the Board each year. The approved list covers RN-BSN, MSN and NP tracks alike, and the Board limits approved placements to Washington residents, weighing exceptions one at a time.

Nothing published settles whether a nurse educator practicum held in a classroom, rather than a patient-care setting, counts under the rule. Ask UNCW before assuming either way.

Rules under review, and ARNP preceptor limits

The Board filed a CR-101 on December 5, 2025, the first formal step toward rewriting its nursing education rules, and easing clinical placement barriers is part of the stated scope. The rules on file had not changed when this page was written, so look at WABON's education page before relying on today's list.

ARNP students in Washington also meet extra preceptor limits. A preceptor cannot be the student's relative or personal friend and must hold an active ARNP, MD or DO license in good standing, or the equivalent from another state. Faculty from elsewhere who teach ARNP practice in Washington need a Washington ARNP license.

Compact, practice law and the preceptorship grant

Multistate licenses have been available in Washington since the compact took effect there on January 31, 2024. A Washington multistate license, held while you live in Washington, therefore meets UNCW's North Carolina or compact wording. No APRN Compact law has passed, and AANP classes Washington as full practice.

Washington also funds a student nurse preceptorship grant, set up by the legislature and administered by WABON, for ARNP, RN and LPN preceptors with a year or more of experience. It leaves out RN-BSN programs, and WABON says schools based outside Washington are ineligible even if the clinical hours are logged in the state.

Seattle-Tacoma-Bellevue dwarfs the other metros, followed by Spokane, the Washington side of the Portland-Vancouver area and Kennewick-Richland. UW Medicine, MultiCare, PeaceHealth, Virginia Mason Franciscan Health and Renton-based Providence, which includes Providence Swedish, are the big employers. None is a known UNCW site.

NP students: clinical time is spent in North Carolina

UNCW's 2025-26 DNP Student Handbook confines FNP, AGPCNP and PMHNP clinical and practicum hours to North Carolina, with preceptors practicing in that state, so the WABON list never comes into play for them. Your Washington multistate license covers the work; travel and lodging for each practicum are yours. The North Carolina clinical rule has the specifics.

Is a Washington practicum possible in UNCW's MSN Nurse Educator?

Not without WABON approval under Washington's rule, and UNCW was not on the approved out-of-state list dated September 21, 2026. Ask UNCW whether it is seeking approval or whether your practicum could be placed in another state where you are licensed. Settle this before you enroll.

Is the Wilmington University on the WABON list the same as UNCW?

No. Wilmington University is a different institution, based in New Castle, Delaware. UNC Wilmington, the University of North Carolina Wilmington, does not appear on the list. East Carolina University, another North Carolina school, is on it, so North Carolina programs can and do earn WABON approval.

Does my Washington multistate license work for UNCW's NP programs?

Yes, for the license condition. Washington has issued multistate licenses since January 31, 2024, and UNCW accepts a North Carolina license or a compact license for NP students. The license lets you practice in North Carolina, which is where all of your NP clinical hours would be completed.

Could Washington's approval rules change?

Possibly. WABON began formal rulemaking on its education rules in December 2025, and reducing clinical placement barriers is one stated aim. Until new rules take effect, the approval requirement and the residents-only condition stand, so check WABON's education page and ask UNCW before planning a Washington practicum.
