Why Nebraska's oversight stops at pre-licensure
The Board sits inside Nebraska DHHS, whose licensing pages explain the split. Programs that lead to the NCLEX and teach Nebraska residents come under Board approval, and one whose students learn in Nebraska must contact the Board. Post-licensure education in any format is not something the Board regulates, so RN-to-BSN and graduate clinical work needs no approval from it.
Two DHHS points still matter. Following NCSBN guidance, Nebraska locates practice with the learner, so a teacher's license has to match where the student sits, and an instructor of APRN students in Nebraska must hold a Nebraska APRN license. And in post-licensure education, preceptor standards are the program's call, with preceptors worked out between the program and each facility. For UNCW's educator practicum, that means UNCW's standards: a master's-prepared preceptor with three years of teaching, licensed where the site is, approved five weeks before the practicum course. A Board of Nursing that took on APRN seats
Nebraska's board structure shifted in 2026. Until mid-year, DHHS listed an APRN board of its own beside the nursing board. By the rosters dated July 15 and September 15 that APRN board had vanished, and APRN, clinical nurse specialist and nurse midwife members sat on the nursing board, their terms running from the first of July. It looks like a merger, although no statute confirming one has turned up.
Other facts are steadier. Nebraska's compact license dates from January 2018, Nebraska has yet to adopt the APRN Compact, and AANP's full practice label applies after an NP's first 2,000 hours under a supervising provider.
Omaha, Lincoln and Grand Island settings
Children's Nebraska, CHI Health, the Nebraska Methodist Health System, Bryan Health and Nebraska Medicine are the state's larger systems. The metro areas are Omaha (largely on the Nebraska side), Lincoln and Grand Island. Take them as examples of where an educator, RN-BSN student or nurse executive might base practicum or project work; none is a named UNCW partner.

NP concentrations still run through North Carolina
Nebraska's light touch on graduate programs leaves a UNCW NP practicum exactly where UNCW put it. The 2025-26 DNP Student Handbook assigns FNP, AGPCNP and PMHNP clinical and practicum hours to North Carolina alone, UNCW's preceptor pages want providers who practice or hold licenses there, and the PMHNP Post-Doctoral Certificate shares the same four practica. Your Nebraska multistate license answers the license question; the practicum itself means extended time in North Carolina, and the drive or flight does not add to your hours. Does Nebraska require approval for an out-of-state MSN practicum?
Nebraska DHHS places post-licensure programs outside the Board's oversight, so graduate and RN-to-BSN clinical work carries no Board approval step. UNCW still approves your site and preceptor and signs an agreement, and the facility may add its own onboarding. Confirm the plan with UNCW's state authorization office before you enroll.
Who decides whether my Nebraska preceptor qualifies?
For post-licensure programs, Nebraska leaves preceptor standards to the school. UNCW's educator practicum asks for an MSN-prepared nurse educator at the site, three years of teaching and a license where the practicum happens. NP preceptors are a separate matter, since those clinicals take place in North Carolina.
Is a Nebraska license a compact license for UNCW's admission rules?
A Nebraska multistate license qualifies, because Nebraska has been issuing compact licenses since 2018. UNCW's NP concentrations and leadership DNPs ask for an NC or compact RN license, and a multistate Nebraska license meets that wording. What happens if I relocate to Nebraska mid-program?
UNCW has no published relocation policy. For NP students, clinical hours remain in North Carolina whatever your address. Educator, RN-BSN and DNP project work could move to Nebraska settings under a license valid there. Raise the move with your advisor and course faculty early.
